During the 11th Five Year Plan, Rs. 164 crore was allocated for creation of national data base, Computer system, data collection, research and development of transportation studies including total engineering solution. The objective was to achieve 100% connectivity and computerisation of data base of all RTOs in all States and Union Territories. A data base has been established at the NIC Data Centre, Hyderabad, which will act as data base for the National Register and the State Registers. The modules of VAHAN and SARATHI have been provided to all RTOs and 942 RTOs, out of 975 RTOs in the country have been computerised. The National Register and National Transport Portal have been launched in July 2011.

During the 12th Five Year Plan, the legacy data of VAHAN and SARATHI, which is estimated to be about 40% of the existing data base is proposed to digitized, so that the data base of driving licenses and registration certificates throughout the country are complete and available online. This will also enable RTOs to verify DLs/RCs issued by RTOs across the country and also identify duplicate/fake DLs and RCs. Developing software to check duplicate licences and prevent cancelled licences to be used again in the State RTOs is proposed. The recommendations of the Sundar Committee Report for increasing penalties on second and subsequent offences and overloading offences for cancellation and suspension of licences would also require creation of data base and interactive systems through hand held instruments that are able to read and record data in the smart cards issued for DLs and RCs by the traffic constables on the roads in order to levy the higher penalties.
